The graduate program's pay and benefits are modest relative to its competitiveness and length. A more appropriate structure would be a starting salary at APS 4.1, progressing to APS 4.2 after six months and APS 5 at the 12-month mark (which already happens). The core issue is the starting point: it sits well below the Australian median wage and is only approximated after a year. Unsurprisingly, stronger graduates often leave at program end or soon after reaching APS5, resulting in capability loss despite Treasury's investment.
