I think there are certainly opportunities to move up the ranks and achieve promotions. However, if you want to be on the big money you have to go into a management role, rather than a technical role.
There is the ability to apply for a PT3 role while a graduate, if such a job becomes available. Otherwise, the pay increases gradually at the completion of every year.
Promotion opportunities are available across the organisation and leaders will help and guide you, depending on your aspiration, to work towards those goals - whether that is by acting in those positions or developing technically.
