The graduate role is a minimum 2-year appointment, after which point promotion is standard. Beyond this point, there is a standardized promotion process based both on demonstrated merit and team needs.
Too early
It appears there is automatic promotion available after 2 years, which means the period when you're considered a graduate is set in stone rather than being something you have control over. From there it appears to be highly dependent on capacity in the team's budget rather than necessarily experience. Geography can play a role as well.
