Due to high turnover rates, there are usually opportunities to move up to aps 5 and 6 fairly quickly. my understanding is that it becomes more difficult to move up to el level. apart from developing skills in accordance with the capability framework and history of high performance, i have found that manager/ed support for your promotion is quite important.
