Yes and no. It can be challenging working IT in the APS, if you wish to stay a full time employee you will be earning significantly less than working the same role in private, or contracting in the APS. You can rise fast but hit a cap pretty quickly unless you decide to move around departments/workplaces and gain experience elsewhere.

Get a graduate position -> Guaranteed to advance 1 APS level upon completion. Network. If you like your role it's easier to be productive and get noticed by the higher ups. Essentially try your hardest to get in a role you enjoy.
