Opportunities are provided to progress. You do have to go out and seek the opportunities yourself most of the time. You're not going to progress maintaining status quo.
The career prospects at PM&C are very good with room to move up in promotion very rapidly when compared with the rest of the APS.
We begin at the highest pay point of APS3, are guaranteed progression to APS4 (pending passing probation, etc) in August, and are guaranteed progression to APS5 in February (again, pending performance etc.) Outside of the graduate program, I believe it is much harder to progress as you must apply to EOIs etc and there seems to be some loopholes/complexities to navigate.
Graduate program has two in-built promotions throughout the year and extensive opportunities for networking within and across government departments.
The graduate program starts at an APS3 and we finish on an APS 5 a year later, progression is fast but you also learn and work fast as well.
